Longstanding structural flaws exist, including P5 veto power, a relatively weak General Assembly, and institutional fragmentation, but the principal problem is a collapse of courage to lead, convene parties, pursue enforceable solutions and risk failure. A pervasive culture of caution and resignation now impedes decisive political action, even as dedicated staff persist in essential missions.
