Russia and China failed to delay the revival of sanctions at the 15-member UN Security Council, leaving the way open for sanctions to be reimposed. The IAEA said some inspections resumed this week but did not confirm visits to sites hit by air strikes. Iran's nuclear chief criticized the IAEA for not condemning the air strikes.
