A Peruvian court ruling restricted a local regulator's oversight of the port, prompting U.S. officials to warn that China is eroding Peru's ability to oversee critical infrastructure. The U.S. Bureau of Western Hemisphere Affairs emphasized Peru's sovereign right to supervise ports and cautioned that inexpensive Chinese financing can come at the cost of sovereignty.
