Japan and the Philippines have implemented a Reciprocal Access Agreement signed in July 2024 and effective from September, enabling deployment of forces on each other's territory. The allies conducted their first military drill last month under the pact. The agreement expands cooperation across air, army, naval and cyberspace domains, with expectations of strong collaboration and Japanese assistance in Philippine modernization. Japan has offered up to six Abukuma-class destroyers to improve Manila's maritime defense. The pact forms part of responses to escalating tensions with China in disputed waters, and officials anticipate further maritime cooperation as implementation continues in coming months.
