Some 250 residents are believed to be missing as firefighters brought the blaze under control. Fires in four residential blocks have been extinguished while three others remain under control. Three people have been arrested on suspicion of manslaughter. Hundreds of survivors have been evacuated to shelters, including one housing about 900 residents. Many evacuees reported lost possessions and missing relatives as rescue teams continue searching for survivors and the dead.
