The Rapid Support Forces captured el-Fasher in North Darfur after an 18-month siege that cut civilians off from food, water, and medicine. Verified graphic footage showed mass killings and other atrocities carried out by RSF members. The fact-finding mission found that the scale, coordination, and public endorsement by senior RSF leadership indicated the crimes were not random excesses of war but part of a planned and organized operation bearing defining characteristics of genocide. The mission concluded genocidal intent was the only reasonable inference given systematic ethnically targeted killings, sexual violence, destruction, and public statements calling for elimination of non-Arab communities. The collected evidence included prolonged siege, starvation, denial of humanitarian assistance, mass killings, rape, torture, enforced disappearance, and systematic humiliation.
