An amendment to UK extradition laws redesignates Hong Kong as a non-treaty state, allowing extradition requests to be assessed case by case. The change follows a suspension of treaties more than five years earlier after a crackdown on the pro-democracy movement and the imposition of a Beijing-designed national security law. The Home Office said the prior suspension made extraditions impossible while Hong Kong remained listed as a treaty state. The security minister said London will not allow political extraditions; courts assess requests and subjects can appeal. Dissidents fear Hong Kong could exploit ad hoc extradition processes. About 220,000 British National (Overseas) holders have fled to the UK.
