The two are accused of funding, mobilising and directing armed groups in the northern Amhara region, where federal forces face longstanding rebel insurgency. Relations between Ethiopia and Eritrea have deteriorated after a 1998–2000 border war and a 2018 thaw that saw Eritrean forces support federal troops during the 2020–2022 Tigray War. Tensions have escalated again amid Eritrean concerns over Ethiopian interest in the Assab Red Sea port and Ethiopian aspirations to regain sea access.
