Rwanda-backed M23 rebels agreed to withdraw from Uvira following a U.S. request. The rebels entered Uvira near the Burundi and Rwanda borders days after the Congolese and Rwandan governments signed a Washington peace accord. U.S. Secretary of State Marco Rubio said Rwanda's actions violated the US-brokered deal and vowed to take action to ensure promises made to the President are kept. Rwanda denied supporting M23 and blamed Congolese and Burundian forces for renewed fighting. Analysts said the threat of serious sanctions prompted the retreat and indicated Rwandan influence over M23. The capture of Uvira had given M23 control over the DRC-Burundi land border and disrupted Burundian troop deployments.
