Qatar mediated the Doha agreement and the monitoring body will investigate and verify reported violations and communicate with parties to prevent renewed fighting. Qatar, the United States and the African Union will serve as observers. The mechanism will include equal representatives from the Congolese government and M23 and members from the 12-country International Conference on the Great Lakes Region. M23 is backed by Rwanda and controls large areas of North and South Kivu; over 7 million people have been displaced.
