Cuba’s power outages worsened as Energy Minister Vicente de la O Levy said oil reserves had run out and the power grid had entered a critical state. He said Cuba had absolutely no fuel oil and no diesel, and that the blockade was causing significant harm because fuel shipments were not arriving. For four months, the US blocked fuel imports to pressure the government. An executive order threatened tariffs on countries supplying Cuba with fuel, and major suppliers Venezuela and Mexico stopped sending fuel. Cuba received only one delivery since December from a Russian-flagged tanker in April. Cuba continued negotiations to import fuel, but rising oil prices tied to the Iran war complicated efforts. Rolling blackouts and protests followed amid shortages.
