Instability in eastern Democratic Republic of Congo has intensified, prompting diplomatic engagement at regional and international forums. President Felix Tshisekedi sent Foreign Minister Therese Kayikwamba Wagner to Munich. Wagner affirmed the government's intention to honor a February 18 ceasefire and urged efforts to silence weapons. The ceasefire is based on the US-brokered Washington Accords signed in December 2025 between the DR Congo and Rwanda. The United Nations has accused Rwanda of supporting the M23 militia, allegations Kigali denies. Earlier mediation by Angola, Kenya, Togo, and Qatar produced limited lasting impact. Rwanda’s Interior Minister Vincent Biruta described Rwanda as not a warring party and called for coordination with M23 over reopening Goma airport.
