The eastern Democratic Republic of Congo faces renewed instability that drew attention at the African Union summit and the Munich Security Conference. President Felix Tshisekedi dispatched his foreign minister to Munich and the government intends to honor the ceasefire scheduled for February 18. The ceasefire rests on the Washington Accords, a US-brokered peace deal signed in late 2025 between DR Congo and Rwanda. The United Nations has accused Rwanda of supporting the M23 militia, a claim Rwanda denies. Earlier mediation efforts by Angola, Kenya, Togo, and Qatar produced little lasting impact. Kigali insists it is not a warring party while M23 controls parts of Goma.
