The 39th African Union summit will focus on escalating security crises across the continent. A 2023 ISS study found that 90% of Peace and Security Council decisions have not been implemented since 2004. The AU has initiated a high-level review of security, stability and governance frameworks to restructure programs for greater impact, and appetite for change is growing. Ongoing conflicts in Sudan and the Democratic Republic of Congo are expected to dominate discussions. Since April 2023, the war in Sudan between the SAF and RSF has produced roughly 12 million displaced people and an estimated 150,000 deaths, overwhelming regional response capacity.
