"In the 24 hours before Typhoon Kalmaegi, locally named Tino, made landfall shortly before midnight on Monday, the area around provincial capital Cebu City was deluged with 183 millimetres (seven inches) of rain, well in excess its 131-millimetre monthly average, state weather specialist Charmagne Varilla told AFP. The water rose so fast, Don del Rosario, 28, told the news wire AFP from Cebu City."
Typhoon Kalmaegi (locally Tino) made landfall shortly before midnight, unleashing heavy rains and floods across central Philippines. The storm caused widespread inundation in Cebu province where floodwaters trapped residents on roofs, submerged vehicles, and inundated entire towns. Provincial authorities reported 39 deaths in Cebu and one on nearby Bohol, bringing the national toll to 46. A Philippine Huey helicopter conducting a humanitarian response crashed in Agusan del Sur on Mindanao, killing all six crew members; bodies were recovered and an investigation is under way. Meteorological data recorded 183 millimetres of rain in 24 hours around Cebu City, exceeding the monthly average.
