"The government has approved the creation of a reserve list of five prisoners from Gaza, who will be released if changes are made," according to Israeli media reports."
Dr. Hussam Abu Safiya, medical director of Kamal Adwan Hospital in Beit Lahia, was seized by the Israel Defense Forces during a December 2024 raid. He has reportedly been held in a detention center known for torturing detainees. As about 2,000 Palestinian prisoners and 20 living Israeli hostages were returned, advocates demanded Abu Safiya's release. Israeli media placed him on a reserve list of five Gaza prisoners who could be released if the number of released prisoners changes. Mosab Abu Toha said approval would replace five other Palestinian hostages previously set for release. A phone vote by the Israeli government was expected.
