Rival Cartels adds Hyland Point's Benzies family as a new competitive cartel that interferes with player operations through ambushes, theft, dealer robberies, and customer poaching. The Benzies appear after a player unlocks several Westville customers, and players can later negotiate a truce to access cartel-player deals. Completing the cartel storyline unlocks the Hyland Manor property for purchase. A new graffiti system allows players to reduce cartel influence and earn XP. Cartel influence now locks map regions when high, requiring players to lower influence to open new areas. The update also adds the Hotbox vehicle, a pump shotgun, and new hairstyles.
