Portland voters approved a 2020 measure to create a civilian-led Community Board for Police Accountability (CBPA) and a city-funded investigative team with discipline authority. The Independent Police Review (IPR), established in 2001, has independently investigated complaints against sworn officers and handled 224 complaints last year, including 18 full administrative investigations. Most IPR staff are trained investigators who review public and internal allegations of officer misconduct. IPR employees have authorized a strike amid uncertainty about job security during the transition to CBPA after labor negotiations failed to guarantee prior assurances about retained positions.
