Gov. Kathy Hochul signed the Land-Home Property Act in December, designating manufactured housing as real estate. Regulators, lenders, and manufactured housing advocates face an 11-month window to finalize rules and convert homes long treated as vehicles into assets eligible for mortgage-style financing. The change aims to make manufactured homes behave and be financed like standard residential property. The measure arrives amid a severe and worsening housing affordability crisis in New York and follows federal efforts such as the Affordable HOMES Act to reduce duplicative regulations and lower per-unit costs.
