OMB Director Russ Vought instructed federal agencies to draft reduction-in-force notices for employees whose funding will lapse on Oct. 1 and whose roles are not consistent with the President's priorities. The instruction would represent a sharper action than the temporary furloughs that typically accompany government shutdowns. House and Senate Democratic leaders called the memo an attempt at intimidation, vowed legal challenges, and predicted rehiring or court reversals. Democratic representatives from districts with many federal workers called the move bluster and argued that a shutdown grants no additional legal authority to fire federal employees. Several Democrats framed the directive as politically motivated ahead of elections.
