In Portland, January also saw federal agents shooting two community members in the Hazelwood neighborhood. The Portland Immigrant Rights Coalition (PIRC)-a local nonprofit that monitors ICE activity and connects people in detention with legal support-reported 1,066 detentions in Oregon."

Federal ICE agents often operate brazenly in face coverings and military-style gear. High-profile incidents include the killings of Renee Good and Alex Pretti and shootings in Portland's Hazelwood neighborhood. The Portland Immigrant Rights Coalition reported 1,066 detentions in Oregon from July to December 2025, with daily detentions of 15 to 45 since October 1. The Macadam facility can legally hold detainees only 12 hours but is reportedly undercounting and holding people past that duration. Nearly 62 percent of detentions occurred in Multnomah and Washington counties, with reports from surrounding counties.
