HR1, signed July 4 and referred to as the "Big Beautiful Bill," will cause Santa Clara County to lose more than $1 billion in federal funding over five years. The county's budget primarily funds health services; 465,000 residents rely on Medicaid and 133,000 receive SNAP benefits. Almost $1 trillion was cut from Medicaid, which funds the county hospital system. County supervisors voted unanimously in August to place Measure A on the November ballot to raise the countywide sales tax by five-eighths of a cent. The temporary measure is expected to generate about $330 million annually for five years, raising some local rates as high as 10.5%.
