Shannon Pekary filed a lawsuit in San Mateo County Superior Court alleging that Palo Alto Park Mutual Water Company directors Fidel Alas, Niambi Lincoln and Alberta Mitchell colluded since 2017 to hold sham elections and discard opposing votes. The complaint alleges Lincoln serves both as director and paid general manager and supervised multiple family members, including a son who is an East Palo Alto councilman. The complaint asserts payroll expenses are three to five times higher than comparable utilities, financial statements contain errors, and the board repeatedly resisted independent audits. The complaint alleges the board prioritized insider compensation over proper operation, maintenance and financial integrity of the water system.
