Federal lawmakers moved toward a Senate vote to advance a House-passed stopgap funding bill aimed at reopening the federal government after a 40-day shutdown. Senate leaders plan a vote as early as Sunday night with an understanding the measure would be amended to combine a short-term funding measure with three full-year appropriations bills.
