US District Judge Susan Illston ordered the Trump administration to halt mass layoffs during a partial government shutdown while she considers unions' claims that the job cuts are illegal. Illston granted two unions' request to block layoffs at more than 30 agencies pending further litigation. The ruling followed White House Budget Director Russell Vought's statement that over 10,000 federal workers could lose jobs during the shutdown. Illston cited public statements by President Trump and Vought as evidence of political motivation and said the administration appeared to be using the funding lapse to pursue a downsizing agenda with intolerable human costs. DOJ counsel Elizabeth Hedges argued the unions must first seek relief from a federal labor board.
