The Continuing Resolution would have extended CISA 2015 to allow time to finalise the proposed Widespread Information Management for the Welfare of Infrastructure and Government (Wimwig) Act. Wimwig was designed to replace CISA 2015 and had advanced through the House Homeland Security Committee, but unresolved political differences prevented timely passage. The lapse creates legal uncertainty for cybersecurity professionals and threatens to stall threat-intelligence collaboration.
