The Education Department and Justice Department opened a Title IX investigation into the California Community College Athletic Association (3C2A), alleging that its Transgender Participation Policy violates sex-based protections. The policy permits a transgender female or non-binary student-athlete who has completed at least one calendar year of testosterone suppression treatment to compete on women's teams. A complaint claims the policy resulted in discrimination against at least three female athletes by allowing a male athlete to join a women's volleyball team and use women's locker facilities during the 2024 and 2025 seasons. Investigators said 3C2A must uphold Title IX and held Governor Gavin Newsom partially responsible. 3C2A has not responded.
