Amilcar Lisser-Posadas, a 29-year-old father of two US citizen daughters who arrived from Honduras at age nine, was apprehended in Shelby County, Tennessee for driving with an expired license and handed to ICE after his DACA protection lapsed. He was transferred through multiple detention centers and arrived at the Alexandria Staging Facility in rural Louisiana, shackled and ill. Detainees reported packed rooms, a pervasive stench, and limited access to showers that sometimes spouted brown, rusty water. The center is operated by GEO Group, has functioned since 2014, and serves as an isolated ICE deportation hub with reportedly deplorable conditions and almost no legal access.
