The president authorized deployment of out-of-state National Guard troops to Illinois, Oregon, and other locations without notifying or obtaining consent from some state leaders. Illinois Governor J.B. Pritzker called the move an invasion and said no officials contacted him directly, urging Texas to withdraw support. Texas Governor Greg Abbott authorized 400 Texas guardsmen to be called up to protect federal officials. California moved to send 300 guardsmen to Portland, prompting Governor Gavin Newsom to sue and call the deployment political and unconstitutional. Illinois and Chicago filed legal challenges against the deployments and attempted federalization of state forces.
