He told Department of Homeland Security Secretary Kristi Noem that federal forces will not participate in protests or riots in 'poorly run Democrat Cities' unless formally requested. He ordered ICE and Border Patrol to protect federal government property and warned that assaults on officers or damage to vehicles would be met with equal or greater consequences. The comments followed ICE OUT protests, the shooting deaths of Renee Good and Alex Pretti in Minnesota, and violent clashes in cities including Los Angeles.
