An Office of Management and Budget memo instructed federal agencies to prepare for mass layoffs if the government shuts down on October 1. The memo, issued by OMB Director Russell Vought, said agencies should consider firing workers in programs not funded by other laws such as the GOP's One Big Beautiful Bill Act and those "not consistent with the president's priorities." The memo directed agencies to plan to retain the smallest possible number of employees needed to operate even after funding is reinstated. The largest federal workers union denounced the threat as political games and linked it to GOP funding negotiations over healthcare cuts.
