Federal courts have blocked efforts to federalize National Guard forces in Democratic-run cities, including cases in Oregon, Illinois and recent challenges tied to Chicago. Military forces are normally forbidden from domestic law enforcement, but the Insurrection Act of 1807 permits deployment in cases of insurrection or rebellion that prevent federal laws from functioning. The Act was used in the 1960s and in 1992.
