National Guard troops from Texas began arriving at the Elwood army reserve center about 50 miles outside Chicago as part of the administration's aggressive policy toward big-city crime and mass deportation efforts. Officials said the troops will not assume law enforcement duties but will protect federal immigration agents and facilities. Local leaders strongly criticized the move.
