The three-judge panel acted after US District Judge Karin Immergut extended a temporary restraining order barring federal troop deployment. Oregon Attorney General Dan Rayfield said Oregon will continue to fight to uphold state law and the Constitution. The president cited protests outside Portland's ICE facility to justify troop call-ups. Trump threatened to send the National Guard to San Francisco, criticized Democratic-run cities as unsafe, and said he could invoke the Insurrection Act. California Governor Gavin Newsom condemned the comment and warned such action would ruin a great city.
