A court filing stated that 176 Department of Homeland Security employees have been laid off since the federal government shutdown, with many of those layoffs involving CISA personnel. CISA's workforce fell from an estimated 3,300 in April to 2,540 by the end of May. Only 889 staffers were cleared to continue working during the shutdown. Up to 176 employees may be removed through federal shutdown reductions in force. Management-directed reassignments have compelled some CISA staff to report for work at Immigration and Customs, shifting personnel toward immigration enforcement and further straining CISA's cybersecurity missions.
