Attorney General Andrea Campbell said Monday that Massachusetts is one of 22 states that sought a temporary restraining order to prevent the Trump administration from taking back funds that have already been distributed via SNAP."
The USDA threatened financial penalties on states that sent full SNAP payment files for November 2025 and ordered states to undo any steps taken to issue those benefits. Massachusetts paid out November SNAP benefits before a Supreme Court order temporarily froze federal disbursement. Governor Maura Healey and Attorney General Andrea Campbell said the state will challenge any effort to claw back distributed funds and joined other states in seeking a temporary restraining order. A judge granted the restraining order and scheduled a hearing. Officials contend the administration currently lacks legal authority to retrieve already-disbursed benefits.
