More than two weeks into the government shutdown, roughly 750,000 federal employees have been furloughed. Two-thirds of CDC workers, nearly half of the IRS, and about 10% of DOJ staff are absent, including many grant managers who support organizations serving domestic violence victims. Federal grants portals are closed and organizations cannot submit time-sensitive grant applications, including a nearly $1 million OVW grant with an October 16 deadline. The furloughing of grant managers diverges from previous shutdown practice and has led some staffers to suggest it may intentionally halt aid flow. The Urban Resource Institute and 2,477 other organizations face severe operational strain, particularly small providers serving marginalized communities.
