Bannon criticized the December 10 review deadline as too slow and urged Secretary of Defense Pete Hegseth to act at once, saying the Navy secretary need not be involved. Recalling a reservist for court-martial is possible but uncommon. Kelly appeared in a video with Democratic lawmakers urging service members to refuse unlawful orders and warning of threats to the Constitution. Former President Donald Trump publicly called for prosecution and harsher punishments, and Kelly has pushed back.
