Baltimore reached its lowest murder rate in five decades, but officials remain cautious about declaring success against violent crime.
No mayor in the country, myself included, is saying that we have solved this issue of violent crime. Historic lows in cities that have had to deal with high homicide rates annually have to be acknowledged.
Eight of the top 10 cities with the highest murder rates were in red states such as Mississippi, Alabama, and Missouri, indicating challenges faced by these regions.
