Pennsylvania proposed a $1 billion Critical Infrastructure Fund within a $53.26 billion budget to finance housing and infrastructure projects through new bonds. The measures aim to add tens of thousands of new homes amid a broader need for hundreds of thousands of units and a housing stock more than 50 years old. The proposal follows zoning-preemption trends in other states and faces Republican pushback citing concerns about budget size and rising costs.
