A Senate investigation concludes DOGE is acting without legal authority or oversight. DOGE is a cost-cutting unit created by a presidential executive order and has engaged with the Social Security Administration (SSA), Office of Personnel Management (OPM), and General Services Administration (GSA). Whistleblower accounts and agency information indicate DOGE teams accessed data and systems and participated in significant policy changes despite being designated as an advisory body. Officials at SSA, OPM, and GSA were unable or unwilling to identify who oversees DOGE activity or what data access was granted. GSA and OPM denied the existence of DOGE teams, and agency leadership reportedly impeded inquiries.
