Rayburn was nominated in February but the nomination stalled in the Senate and only received a confirmation hearing in May. He faced tough questions from Sen. Rand Paul, who opposed him in committee even though the committee advance was 15-7. Paul's opposition made full-Senate confirmation unlikely, and the White House withdrew the nomination on Monday. Rayburn is a former U.S. Army officer and historian who worked on Middle East issues on the National Security Council and served as Syria envoy in 2018. Rayburn did not have the votes for confirmation in the Senate.
