Santa Clara set two free speech zones near Levi's Stadium for Super Bowl LX, one west at Great America Parkway and Patrick Henry Drive and one east at Tasman Drive and Lick Mill Boulevard. The zones will be active Feb. 8 from 11 a.m. to 9 p.m. The city cited extensive security coordination, crowd management, and protection of emergency access routes as reasons for the zones. The city noted that sidewalks remain traditional public forums but that the Constitution permits reasonable time, place, and manner restrictions. The zones aim to enable expressive activity while protecting pedestrian movement, reducing congestion, and maintaining public safety. Locations may change based on security concerns and updates will be posted on city social media.
