City officials plan to use the salaries and benefits reserve to cover some of this year’s costs during the midyear budget review. Councilmembers said the raises should improve recruitment and address staffing shortages, while concerns remain about uneven public safety experiences and the need for youth intervention and bilingual officer recruitment to better reflect certain neighborhoods.
