San Jose lawmaker's housing bills advance through Congress - San Jose Spotlight
"I believe that housing is one of those areas where we should be able to find some common ground," he said. "I've introduced five bills with Republican co-sponsors. Two of them have now passed the House. I'm going to keep pushing on the others."
"This is a way of streamlining so that we have just one environmental review process rather than duplicative processes," said Liccardo, whose district includes Palo Alto, Menlo Park, Mountain View and a portion of San Jose."
A bipartisan housing package advanced in the House aims to accelerate approval of new residential projects and ease the national housing shortage. The package updates HUD programs, modernizes banking regulations to expand lending, and streamlines housing regulations to reduce duplicative processes. Two bills introduced by Congressman Sam Liccardo and co-sponsored by Rep. Mike Flood cleared the House by a 390-9 vote and now move to the Senate. One bill, the BUILD Housing Act, allows HUD to share environmental review authority with state and local governments and to designate certain developments as special projects for added flexibility. Approximately one-quarter of homeowners and half of renters are housing cost-burdened based on 2023 rent data.
