Two infants died in Samoa in 2018 after a tainted vaccine administration error, prompting a 10-month suspension of the MMR program. Kennedy's June 2019 visit occurred during that suspension, and later in 2019 Samoa experienced a measles outbreak that killed 74 people, over 60 under age four.
