Prosecutors clear Florida deputy in arrest of a Black man punched and dragged from his car

Florida prosecutors have decided to take no further action against Officer D. Bowers following the arrest of a Black college student, William McNeil. An investigative report found that Bowers' actions during a traffic stop were lawful and justified. McNeil was stopped for not turning on his headlights and for failing to buckle his seatbelt. After disobeying multiple commands from Bowers, he was forcibly removed from his vehicle. The State Attorney's Office deemed cellphone footage of the incident as 'incomplete in scope', supporting the finding of no criminality.
The actions of Officer D. Bowers did not constitute a crime, according to an investigative report released by the State Attorney's Office for the Fourth Judicial Circuit of Florida.
Bowers stopped McNeil for failing to turn on his headlights and buckle his seatbelt, after seeing his SUV parked outside a house the officer was surveilling for 'drug activity'.
The State Attorney's Office has reviewed this matter and concluded that the officers' use of force was justified after McNeil disobeyed a dozen lawful commands.
Prosecutors called the cellphone footage 'incomplete in scope' and stated that Bowers made a lawful traffic stop.
