Contra Costa County may face a taxpayer-funded settlement after a lawsuit accused Assessor Gus Kramer of improperly slashing a property's value by millions and retaliating against an employee who raised concerns. The county Board of Supervisors is considering the potential payout. Kramer's career includes campaign finance fines, a court judgment in a prior workplace retaliation case, and allegations of willful or corrupt misconduct that produced a mistrial. Records cite valuation controversies dating to 2009, including an underassessment of Kramer's property and an overvaluation of a developer's lots. Former supervising appraiser Andrea Albrecht left the office after raising alarms. Kramer denied retaliatory behavior and said he performed an informal appraisal.
