Oklahoma launched Capital Projects Fund 2.0 to serve 766 unserved locations, with applications accepted through November 17. Eligible applicants include co-operatives, electric utilities, broadband network builders and operators, partnerships, and consortia; applicants must commit to serving all locations. An NRTC alert states there is no maximum award and requests providers submit their best and final offer. Eligible expenses include grant preparation, repair and construction of real property and equipment, long-term leases, personnel, operationalization costs including broadband adoption and digital literacy, and compliance reporting. The program is funded by the American Rescue Plan Act. Earlier ARPA middle-mile grants exceeding $53 million were recommended, and Hilliary Communications agreed to acquire TDS Telecom's Oklahoma network, adding nearly 35,000 addresses, many in rural areas.
