Brown also has been charged in North Carolina with first-degree murder. CNN has reached out to Brown's attorney for comment. Brown was homeless and had a long criminal record and, according to his family, a history of mental health issues."
Iryna Zarutska fled Ukraine in 2022 with her family to escape the war and embraced life in the United States. She worked at a pizzeria, became fluent in English, and aspired to be a veterinary assistant. On August 22 she was stabbed three times in the throat on a Charlotte light rail car and died. Authorities charged 34-year-old Decarlos Brown with first-degree murder and a federal count for causing death on a mass transportation system. Brown was homeless, had a lengthy criminal record, and his family reported prior mental health issues. Local leaders debated court failures, mental health care, and public safety.
